A Russian guided bomb struck the southern Ukrainian city of Zaporozhye, killing at least 13 civilians and wounding about 30 others, officials said.

Images posted on Ukrainian President Volodymyr Zelensky’s Telegram page on Wednesday showed blood-stained civilians lying on city streets being treated by emergency services.

“There is nothing more cruel than aerial bombardment of a city, knowing that ordinary civilians will suffer,” Zelensky wrote on X.

High-rise residential complexes, industrial facilities and other infrastructure were damaged in the attack, Ukraine’s Prosecutor General’s Office said on Telegram on Wednesday. The report added that debris hit a tram and a bus carrying passengers.

Regional Governor Ivan Fedorov said that Russian troops fired guided bombs at a residential area in the city that afternoon, and at least two residential buildings were hit in the attack.

Moscow has frequently launched airstrikes against civilian infrastructure during its nearly three-year war in Ukraine. It has always denied targeting civilians.

“The targets of the attack were so-called ‘industrial sites,'” Al Jazeera’s Jonah Hull reported from Kharkiv, Ukraine.

Hull described “scenes of destruction outside the factory and in the multi-storey apartment building opposite… in addition to a passing tram and minibus that had been carrying passengers.”

Marina Miron, a military analyst at King’s College London, told Al Jazeera that “the factory was already targeted in November and Russia said the Ukrainians were using it to assemble drones.”

“However, there is a possibility that Russian navigation systems could be jammed due to civilian deaths,” Miron said.

The attack comes as both Russia and Ukraine seek to flex their muscles ahead of the January 20 inauguration of US President-elect Donald Trump.

Earlier in the day, the Ukrainian military said it had attacked a fuel storage depot in Russia, causing a fire at a facility that supplies missiles to Russian air bases.

Ukraine’s General Staff said the attack hit a storage facility near Engels, located in Russia’s Saratov region, about 600 kilometers (373 miles) east of the Ukrainian border.

As Ukraine faces certain limit Using Western-supplied missiles, Kiev has been developing its own arsenal of long-range weapons capable of reaching targets behind its front lines.

The attacks disrupted Russia’s logistics in the war, which began February 24, 2022.

“Strict safety assurance”

Earlier on Wednesday, Zelensky said countries wanting to end the war should provide Ukraine with guarantees about its future defense.

“To be honest, I believe we have the right to demand serious security guarantees from countries committed to world peace,” Zelensky said.

The Ukrainian leader spoke at a news conference in Kyiv in response to comments by US President-elect Donald Trump that he understood Russia’s opposition to neighboring Ukraine joining NATO.

“You have people in Russia right on their doorstep, and I can understand how they feel about that,” Trump told reporters at a wide-ranging media conference at Mar-a-Lago on Tuesday night.

Zelensky pointed out that the United States, Germany, Hungary and Slovakia are blocking Ukraine from immediately joining the 32-nation NATO alliance.
