He has signed a two-and-a-half-year contract at 17th place in Ligue 1.
Celtic have added forward replacement Kyogo in this transfer window, A deal was earlier announced to bring Jota back Go to a club.
Rodgers said: “Jingo expressed an interest in leaving a few months ago and then that expression got stronger and then got to the stage where he clearly very much wanted to leave.
“Then, sadly, we have to come to an agreement and nail that down for him. He’s been an incredible player for the club for three-and-a-half years and he’s come here and he’s not someone we want to lose and accept where he is. .
“You can achieve a lot at Celtic. The league may not be one of the top five leagues in the world, but it’s a league where you can really develop and showcase your talent.
“When I arrived here, Kyoto had not scored a goal in the Champions League. If he leaves, he can show that he can play at that level.
“There are obviously a lot of very good players in the Japanese team, but I think you can show by winning here and playing the type of football we play and play that we can still achieve everything you want.
“There may be timing issues but it’s not something that just has swarmed at us. We know we’re going to lose him and we know we have to replace that quality to get the team going.
“It’s something that’s been in the works for a while and hopefully we can come out of the window with a stronger squad.”
